Doing business in Humble

Humble started as a crossroads named for Pleasant S. Humble, a San Jacinto River ferry operator, and became a boomtown in 1904 when oil was found nearby. By 1905 the Humble oilfield was the largest producing field in Texas. Ross S. Sterling, who ran a feed store in town, went on to found Humble Oil and Refining Company in 1911. The town incorporated in 1933 and sits in northern Harris County on US 59 (now I-69), with FM 1960 as its other major road. Downtown centers on Main Street, with 1st Street and Avenues A, B and C around it, and the city still celebrates its oil roots at Good Oil Days.

A 2023 downtown assessment prepared for the city found that most downtown Humble businesses are service-focused and recommended a broader retail mix. That points to a lot of small service shops, offices and eateries that do best with simple invoicing, card-on-file and fast contactless checkout. Events like Good Oil Days, Music on Main and the Christmas Parade bring one-day crowds, so vendors and pop-ups also need a mobile reader that works from a booth. Cedarline compares pricing and gets the right setup in place before opening day.

Opening a business in Humble: local filings

Payment setup is only one part of opening. These are the local filings owners in Humble most often ask us about. Requirements change and depend on your exact address and business type, so confirm with the office listed. This is general information, not legal advice.

  • Certificate of Occupancy: Humble requires one when a business starts or the use of a space changes. Start with the Fire Marshal's Office (110 W. Main St., 281-446-4928) to schedule the CO fire inspection. If the space also needs a building permit, the Fire Marshal does the fire final and the Building Official issues the CO after it passes. Don't move in or stock the space before the CO or an approved temporary CO.
  • Building permits and plans: the Building Department is in City Hall at 114 W. Higgins St. (281-446-6228). Interior build-outs, remodels, generators, solar panels, fencing and site work need a permit with plan submission, and a new commercial structure or an addition of 50% or more needs a development plat first.
  • Floodplain check: before any building, fill, grading or storage work, the city asks you to look up the address on its GIS map. A floodplain development permit can be required even when a construction permit isn't.
  • Fire permits: the Fire Marshal also issues permits for commercial kitchen suppression systems, fire alarms and sprinklers, tents, magnetic locks, paint booths and fuel tanks, and typically inspects commercial and public buildings every year. The city also lists a commercial alarm user permit.
  • Assumed name (DBA) for sole proprietors and general partnerships: file with the Harris County Clerk. The closest branch is the Humble Annex, 7900 Will Clayton Pkwy. in Humble. Every owner shows up with photo ID, or you bring a notarized form. Some addresses with a Humble mailing address are outside the city limits, and the filing county follows where your premises are, so if yours are across the line in Montgomery County, file with the Montgomery County Clerk instead.
  • Assumed name (DBA): if your business is an LLC, corporation or partnership registered with the state, you file the assumed name certificate with the Texas Secretary of State, not the county (Texas dropped the county filing for those entities on September 1, 2019).
  • Sales tax: if you sell taxable goods or services, get a sales and use tax permit from the Texas Comptroller before you open. Your POS should be set to the combined state and local rate for your location.

Three ways to price card processing

There's no single best model. We'll show you each one priced against your real numbers, then you choose.

01

Flat rate

One percentage plus a per-sale fee on every card. Easy to read, but you pay the same rate on a cheap debit card as on a premium rewards card.

  • Predictable
  • Simple statements
  • Often costs more as volume grows

Fits: low volume, seasonal or brand-new sellers

02

Interchange-plus

You pay the card networks' wholesale cost (interchange and assessments) plus a fixed, disclosed markup. Every layer shows on your statement.

  • Most transparent
  • Markup stays fixed
  • Usually lowest cost at higher volume

Fits: established businesses, larger tickets, B2B

03

Cash discount / dual pricing

Your posted prices account for card costs, and customers paying cash get a lower price. Card sales help cover processing instead of your margin.

  • Offsets much of your processing cost
  • Clear signage and receipts
  • Not a surcharge

Fits: restaurants, auto, retail, service shops

Why Humble owners call Cedarline

We're a small, independent agent. That means fewer layers between you and the person who set up your account.

One person who answers

You work with Tony directly, from the first statement review to go-live and after. No call-center queue to start.

Pricing you can read

Every quote shows the rate, per-item fee, monthly fees and any equipment terms in writing before you sign.

Options, not one platform

We compare programs from several partner processors and POS platforms, so the setup fits your business instead of the other way around.

Set up correctly

Cash discount signage, receipt settings, tip and tax settings, and test transactions are handled before you go live.

Get set up in three steps

From first call to first sale, without the guesswork.

  1. Send a statement or tell us your plans

Existing business? Send one recent processing statement. Opening soon? Tell us what you'll sell and when.

  2. Compare your options

You get a side-by-side of pricing models, equipment and terms, priced against your numbers.

  3. Go live, tested

Approval, equipment programming, signage and test transactions, done before you rely on it.

Approval timing depends on the processor's underwriting. Most complete applications get a decision in a few business days.

Frequently asked questions

Who handles the Certificate of Occupancy in Humble?

The Humble Fire Marshal's Office schedules the CO fire inspection, and when a building permit is involved the Building Official issues the CO after the fire final passes. Call the Fire Marshal's Office before you lease or move in so the inspection doesn't hold up your opening.

Where do I file a DBA for a Humble business?

Sole proprietors and general partnerships file with the Harris County Clerk. The Humble Annex on Will Clayton Parkway is the closest branch. If your premises are actually in Montgomery County, file with the Montgomery County Clerk. LLCs and corporations file with the Texas Secretary of State.

Do you work with businesses in Humble?

Yes. Cedarline is headquartered in Fort Bend County and works with businesses in Humble and across greater Houston. Most setups are handled by phone, email and video; ask about an in-person visit.

Can I add a surcharge for credit cards in Texas?

Texas law restricts credit card surcharges, and the legal picture has been unsettled. We set up cash discount and dual pricing programs instead, which Texas law treats differently. This isn't legal advice.

What does a free statement analysis include?

We review one recent processing statement, calculate your effective rate, list every fee, and show options side by side. Request one.
